Stop Blaming Bush?

On today’s edition of The Diane Rehm Show on NPR, a conservative asked the question, “Can we all admit that this is no longer George W. Bush’s economy?” It’s a fair question. We are, after all, about to begin the sixth year of the Obama administration. So I, for one, am more than willing to concede the point. Even though Bush’s policies crashed the economy, slashing federal revenue through tax cuts for the wealthy and leaving us mired in two unfunded wars with annual deficits in excess of $1 trillion along with massive unemployment, this is no longer Bush’s economy.

It is now quite clearly President Obama’s.

So let’s review what has happened over the past five years. To begin, President Obama signed a stimulus plan that helped stem the bleeding. He gave loans to GM and Chrysler to save the US auto industry and tens of thousands of jobs. He withdrew troops from Iraq and has promised to withdraw our troops from Afghanistan this year. He lifted American spirits by giving the order to kill or capture Osama bin Laden. He expanded health care access to millions more Americans and stemmed out-of-control inflation of health care costs.

Under President Obama, we have seen a consistent rise in GDP (Gross Domestic Product) and the stock markets. At the same time, we have seen a substantial drop in umemployment despite substantial cuts to the number of employees at all levels of government. Finally, under President Obama, we have seen the most rapid drop in the federal deficit in modern history!

And most of this has been accomplished despite a recalcitrant GOP-led House that would have us believe that the way to deal with a struggling economy is to cut federal spending and revenues. Counter to the advice of most every economist, the Teapublicans in Congress have voted against bills that would create jobs, bills that would rebuild infrastructure while interest rates are at historic lows, and programs that stimulate the economy while helping those who most need it.

So, yes indeed. This is President Obama’s economy. And it would be even better if the GOP would get out of the way!

Cutting Through The GOP’s Economic Talking Points.

Almost from the first day President Obama took office, conservatives have howled about his economic policies. They blamed him for growing the national debt. They blamed him for record deficits. They created the Tea Party to protest taxes, even though they were at historic lows.They labeled Obama a socialist for saving the auto industry. They called him a fascist and a communist for signing the Affordable Care Act. And they campaigned on the need for government budget cuts in 2010 and 2012.

Democrats countered that the growing debt and deficits were the result of President George W. Bush’s policies. For his part, President Obama refused to place blame on the previous administration. Instead, he pointed to the irresponsible behavior of Wall Street and the resulting economic crash. And though he has cut the deficit faster than any previous president, he has repeatedly stated that unemployment is still too high and the economy too fragile for more draconian cuts.

So what’s the reality? Who’s right?

Bob Deitrick, a principal of Polaris Financial Partners, and Lew Goldfarb, a business attorney, conducted an exhaustive study of US presidencies from 1929 to 2009. That particular time period was selected because each party controlled the White House for exactly 40 years during that time. What Deitrick and Goldfarb found was that Democratic presidents have been better for the economy than Republicans! Their findings were published in the book Bulls, Bears and the Ballot Box.

Interestingly, the administration that ranked highest was the JFK/LBJ administration. (The authors combined the two due to Kennedy’s assassination.) In descending order, the next five were Clinton, FDR, Eisenhower, Truman and Reagan.

The book did not cover Obama’s performance since he had not been in office long enough to make judgments. Yet when Deitrick discussed more recent data in a Forbes interview, he declared, “By all measures, President Obama has outperformed every modern president.” That’s because Obama has reduced the deficit from 10 percent of GDP (Gross Domestic Product) at the end of the Bush presidency to just 4 percent today! This is more the result of growth than budget cuts. It’s the result of Obama’s stimulus plan combined with his decision to save the auto industry. And as the economy continues to grow, the deficit is expected to be just 2 percent of GDP by 2015.

Obviously, presidents who refuse to cut taxes for the wealthy and who refuse to start unnecessary wars are good for the economy.

Still, President Obama is facing a particularly troubling economic reality – that of income inequality. As a report by the nonpartisan Congressional Budget Office has shown, from 1979 to 2007, the share of income for the top fifth of our population has grown 10 percent. During the same period, all other households saw their share of income decline by 2-3 percent.

This can be fixed. But it will likely take more than a Democrat in the White House. It will take a Democrat-controlled Congress.

Impeach Obama?

In the fantasy world of right wing crazies, the impeachment of President Obama is becoming a greater possibility. For example, Michele “Batsh*t Crazy” Bachmann recently told viewers of Fox News Channel that President Obama has “rewritten the Constitution to serve his own purposes.” First, I doubt that Bachmann has ever actually read the Constitution. Second, the “evidence” she used to support her claim is the Affordable Care Act (ACA)…a bill passed by Congress, signed by the president and upheld as constitutional by the conservative-dominated Supreme Court.

Some evidence.

Bachmann isn’t the only mental hospital escapee making such claims. At Tea Party rallies throughout the US, it’s common to see people holding “Impeach Obama” signs or verbally calling for the president’s impeachment. Even worse, numerous Teapublican congressmen have suggested that impeachment may soon be “necessary.” To justify their calls for impeachment, they point to manufactured “scandals” such as Benghazi.  But, unlike his predecessor who ignored numerous warnings prior to 9/11 and led our nation into war under false pretenses, President Obama has done absolutely nothing to warrant impeachment. And, just one year ago, voters had the ultimate opportunity to remove him from office.

It’s called an election.

Unfortunately for Teapublicans, they lost…badly. Nevertheless, Teapublicans continue to blame the president for their own failings. They ran up the debt with their wars and tax cuts and blamed it on Obama. They collapsed the economy and blamed Obama for unemployment. They created the debt crisis in 2011 and blamed Obama for the damage done. They have used the filibuster to nullify many of the president’s initiatives and to block many of his appointments and nominations.

They cry that Obama “refuses to defend our border” despite the fact that the Obama administration has doubled the size of the Border Patrol and invested billions in a border fence. They forced our government into sequestration then howled when the cuts resulted in long lines at airport screening. Most recently, they shut down our government then blamed Obama for parks and monuments being closed.

They continue to complain that Obama was foreign born (he was not) though their most vociferous whiner and presidential wannabe, Ted Cruz, was born in Canada. They attacked Obama for attending a “radical” black Christian church yet claim he’s a Muslim (as if that’s something bad). They howl about the start-up issues with the ACA website despite the fact that they have done everything in their power to sabotage it. They not only withheld much of the funding needed for its creation, Teapublican-controlled states refused to implement their own health insurance exchanges, forcing millions more Americans to log onto www.HealthCare.gov to find health care coverage.

Now Teapublicans are back home holding town halls and giving speeches about the evils of Obamacare. They are also inviting people to bring their “horror stories” about Obamacare. One can only imagine that they will spend their last 8 working days of 2013 reading these anecdotal, and likely false, stories into the congressional record and voting to repeal the law for the 48th time. And don’t be surprised if, next year, Rep. Darrell Issa, Rep. Paul Gosar and others use these stories as the basis for impeachment.

Knowing that impeachment is doomed to fail unless they gain control of the Senate, Teapublican congressmen are also continuing their attempts to destroy the Obama presidency by refusing to negotiate a budget and refusing to raise the debt ceiling which would force the US treasury into default. Never mind that such a move would have severe and long-lasting consequences for the world economy and our nation’s ability to borrow. It might even cause the world to replace the dollar as the world’s prime currency. But in the minds of many Teapublicans, such realities are dwarfed by their dislike for President Obama.

Teapublican hatred has no bounds.

Blessed Be The Peacemakers.

In one of the most encouraging deals in decades, the US and other western powers reached a deal with Iran President Hassan Rouhani to limit Iran’s enrichment of uranium in exchange for a relaxation of economic sanctions on Iran.  Although merely the first step in a long process, it could make the Middle East and the world a safer place. Not only will it prevent Iran from obtaining nuclear weapons, it demonstrates that peaceful negotiations are better and more productive than threats and bluster.

Improved relationships between Iran and the US have been a long time coming. There are serious grievances on both sides. But we have much in common with the Iranian people…too much to consider each other enemies.

Of course, not everyone is happy with these promising developments. The GOP warmongers in Congress, like John McCain and his pal Lindsay Graham, would love to have an excuse to “bomb, bomb, bomb, bomb, bomb Iran.” Some have even derided the agreement as an attempt by the Obama administration to distract us from the problems of the roll-out of “Obamacare.” Iran likely has its own hardliners who are dissatisfied by the agreement. The Saudis, who belong to the Sunni sect of Islam, are unhappy that we are on the verge of making peace with a nation dominated by the Shiite sect of Islam. And the greatest warmonger of all, Israeli Prime Minister Benjamin Netanyahu, has called the agreement “a historic mistake.”

With friends like these, who needs enemies? These are people whose livelihoods depend on conflict. They thrive on it. And they most certainly profit from it.

We should ignore them all. Instead of embracing their paranoia, we should reject it. We have had far too much war, anger and mistrust. We have tried the path of George W. Bush and Richard “The Dick” Cheney. And what has it gotten us? It has brought the world nothing but death, destruction, rising debts and displaced populations seeking vengeance. In this nuclear-armed world, it’s time to try another approach; one in which we talk with our enemies instead of threatening them. It worked for JFK and Khrushchev in 1962. It could work again.

Both President Obama and President Rouhani seem to understand this. Is it possible that, for once, we have the right people in the right positions at the right time?

Exactly What Are Teapublicans Trying To Protect Us From?

In shutting down the federal government, GOP congressional leaders said they wanted to save us from the Patient Protection and Affordable Care Act, (aka “Obamacare”). In other words, they want to save Americans from an idea that they, themselves, proposed in 1996 and successfully implemented in Massachusetts as an alternative to universal health care.

So what great evils are they trying to keep at bay on our behalf?

They are trying to block our access to online marketplaces that will allow hundreds of thousands of Americans to choose more affordable options for health insurance. (Yes, HealthCare.gov will soon be fixed and, if the experience of Massachusetts is any indication, customers will wait until the last few weeks to sign up.) They are trying to overturn a new government rule that prevents insurance companies from denying coverage for pre-existing conditions. They are trying to overturn a new rule that prevents insurance companies from terminating policies rather than pay the costs of medical treatments. They are trying to save us from the tax credits we’ll receive for purchasing health insurance.

The GOP and their wealthy contributors are trying to save up to 50 million Americans from being able to afford private health insurance for the first time. They are trying to keep parents from adding adult children up to age 26 to their own insurance policies. They are trying to save us from subsidized preventative care that will help identify medical conditions before they become more serious (and expensive) diseases.

They are trying to make sure that those who already have health insurance will continue to bear the costs of the uninsured who use the Emergency Room for routine health care visits. They are trying to preserve Washington’s largest group of lobbyists. Teapublicans are trying to ensure that the cost of health care benefits continue to encourage large corporations to ship middle class jobs overseas. Finally, they are trying to ensure that increases in health care costs continue to outpace inflation and that the cost of prescriptions will continue to skyrocket.

It’s obvious we need someone to rescue us for these self-proclaimed rescuers!

Smallest Government In 47 Years.

It’s fashionable for Teapublicans to demand a smaller, limited government. To support their cause, they quote the 10th Amendment which says, “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.”

What Teapublicans neglect to consider is the preamble to the Constitution which reads, “We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.”

“Promote the general Welfare” gives the federal government a lot of latitude with which to create agencies such as the Department of Education, the Department of Housing and Urban Development, the Department of Health and Human Services, the Department of Labor, the Federal Drug Administration, the US Department of Agriculture, the Environmental Protection Agency, and all of the other regulatory agencies that conservatives hate so much.

And, yes, as confirmed by the US Supreme Court, the Constitution even allows for the creation and implementation of “Obamacare.”

Moreover, in recent years, it’s not just liberals and Democrats who have expanded the federal government to a size that Teapublicans now find so intolerable. Republicans were responsible for much of that growth. In reality, what most likely rankles Teapublicans is that a Democrat… a black Democrat at that…is now in control of those departments and agencies.

But it may surprise Teapublicans that President Obama, that so-called “big government-loving, over-regulating, over-spending socialist,” has significantly reduced the size of the federal government! According to the Bureau of Labor Statistics, the number of federal employees is at a 47-year low. To be exact, before the government shutdown, there were 2,723,000 federal employees. The number hasn’t been that low since 1966. And that number of employees must now serve 118.13 million more people.

Imagine that! Under President Obama, the size of government has shrunk to lower levels than under George W. Bush, George H. W. Bush and even the idol of all government haters…Ronald Reagan!

GOP Put “Obamacare” Tantrum Above Infrastructure And Jobs.

In March of this year, President Obama called for Congress to approve a $21 billion package designed to update our crumbling infrastructure and create jobs. “Let’s get this done. Let’s rebuild this country we love. Let’s make sure we’re staying on the cutting edge,” Obama said, calling for a “partnership to rebuild America.”

As part of the package, Obama proposed creating an infrastructure bank to help seed major projects. In addition, his proposal would invest $4 billion to support the Transportation Infrastructure Finance and Innovation Act (TIFIA) designed to leverage private and non-federal funding for projects of regional or national significance through loans, loan guarantees and lines of credit. The proposal also called for tax incentives meant to support state and municipal bonds for infrastructure modernization projects. The president noted that both the U.S. Chamber of Commerce and labor unions back infrastructure spending.

It was met with indifference by Republicans in Congress.

Speaker John Boehner questioned how such projects would be funded. “It’s easy to go out there and be Santa Claus and talk about all the things you want to give away, but at some point somebody has to pay the bill,” he said.

Keep in mind the cost of the package was $21 billion…$3 billion less than Republicans and their Tea Party parasites squandered by shutting down the government for 16 days! Who’s going to pay that bill?

Wait! I already know the answer. If the GOP follows it’s usual protocol, the money will be taken from food stamps, kids and the working poor.

The End Is Near?

All across the Worldwide Web, you can find websites, blogs and videos announcing the impending “End of Obama.” Some have been created by fanatical Christian groups that are convinced President Obama is a Muslim. Some have been created by white supremacy groups and other racist thugs who dislike the color of his skin. Some have been created by fraudsters determined to scare you out of your money.

We have pundits predicting the demise of democracy if Obama is allowed to implement his agenda. (Never mind that Obama was democratically elected – not once, but twice.) They predict that he will single-handedly lead us into economic disaster. Some of these predictions come from right wing radio hosts looking to scare up higher ratings. Some are pushed by right wing politicians determined to scare people into voting for them.

The two things that connect all of these dire (and unfounded) predictions are fear and hatred.

This is really not a new phenomenon. We’ve had doomsayers for centuries. But nobody actually took them seriously…until now. They used to be the subject of ridicule and smirks. They used to stand on street corners holding signs and shouting to themselves until the people in white coats put them in straight jackets and carted them off. They used to hide deep in the woods never to be heard from again. But now we make TV shows and movies about them. Worse yet, we elect them to office.

Today, we have people such as Tea Party favorite Ted Cruz and Tea Party caucus leader Michele Bachmann warning of the end times. We hear dozens of bombastic right wing preachers and televangelists predicting dire consequences if we don’t do as they say and send them money. We have TV “reality shows” rating the ability of “Doomsday Preppers” to build bunkers, stash food and map escape routes. We have gun “collectors” storing arsenals of weapons and ammo that would put the armies of many small countries to shame. We have Tea Party fear mongers warning of UN troops in black helicopters coming to take away our freedoms. And we have right wing billionaires funding TV commercials warning that “Obamacare” is the “end of liberty.”

Is this really what Americans have become as a people? A nation of ninnies afraid of a shadow – especially if that shadow is cast by a black man? Has the “land of the free and the home of the brave” become the land of the hateful and the cowards? If so, we better commission someone to write a new national anthem.

The generation of my parents fought the Great Depression and World War II with the words of Franklin Delano Roosevelt ringing in their ears, “We have nothing to fear but fear itself.” If they were called The Greatest Generation, what should we call the generations of today?

Who’s Really Responsible For Our National Debt?

It’s popular for the Republican Party to blame our $16.7 trillion debt on President Obama. Certainly, like all presidents, he has some responsibility for it. But a much larger share of the responsibility goes to President Reagan, President George H.W. Bush and, most especially, President George W. Bush.

You see, the increase in spending in 2009 following the economic collapse of 2008 should rightfully be attributed to the Bush administration. That’s because the 2009 deficit was the result of a spending bill, including the Troubled Asset Relief Program (TARP), authorized by Congress in October of 2008 and signed by President Bush months before Obama took office. In fact, spending in the first year of any administration is always the result of the previous administration. Properly credit 2009 spending to Republicans, and you’ll discover that President Obama has been responsible for the lowest spending increases since Eisenhower. Similarly, he is responsible for the most rapid cuts to our deficit in more than 50 years!

While it’s true that the debt has increased 18.5 percent since Obama became president, as discussed, he should not be held responsible for most of that increase. Even so, it’s still less than the 20.7 percent increase in national debt that accrued during George W. Bush’s second term. And it’s only marginally greater than the 13 percent increase during Bush Sr’s term, and the 11.3 percent increase during Reagan’s first term.

A better measure of Obama’s spending comes courtesy of Rick Ungar, a contributor to Forbes Magazine (hardly a bastion of liberalism). According to Ungar, in President Obama’s first term, overall government spending grew just 1.4 percent as compared to 7.3 percent in George W. Bush’s first term and 8.1 percent in Bush’s second term!

So why do Republicans continue to place the blame on Obama? First, it’s a matter of political convenience to portray Obama as a “tax and spend” liberal. Second, the narrative is relatively believable since government spending skyrocketed during the first year of the Obama administration. Third, the media has done a very poor job of countering Republican misinformation.

In order to truly understand the federal debt, you have to look at the history of US borrowing.

Following the Revolutionary War, the US debt stood at roughly 35 percent of Gross Domestic Product (GDP). It again reached that level following the Civil War. In both instances, the debt was brought down by a combination of increased revenues and spending restraint. During WW I, the US debt again rose to approximately 35 percent of GDP. Before it could be paid down, our economy collapsed leading to the Great Depression. That was quickly followed by WWII. The two events caused the debt to soar to more than 117 percent of GDP. But, through a combination of post-war prosperity and income tax rates of up to 91 percent during the Eisenhower administration, the debt was again brought under control.

By the end of the Carter administration, the national debt had been reduced to 32.5 percent of GDP.

President Reagan’s expansive military spending during the Cold War once again caused the debt to soar, reaching more than 66.1 percent GDP. Under Clinton, it was reduced to 56.4 percent of GDP. Then, under George W. Bush, two wars (one of which was a war of choice) and lax government oversight led to the Great Recession – the worst economic calamity in nearly 80 years. At the same time, a Republican-led Congress cut taxes (and, therefore, revenue), particularly for the wealthy.

President Obama inherited a debt of more than 84 percent of GDP, along with a worldwide economic collapse, double-digit unemployment, spiraling health care costs, two wars estimated to have cost more than $6 trillion, a Congress that refused to rescind the Bush tax cuts, and a uniquely obstructionist Republican Party.

All of this was roughly the equivalent of combining the costs of World War II and the Great Depression without the primary mechanism needed to reduce the debt – taxes!

President Obama was left with few choices. He had to stimulate the economy through loans and tax cuts in order to put people back to work. This led to reduced revenue. He had to wind down the war of choice in Iraq as quickly as possible. He needed to stabilize the war in Afghanistan that had been allowed to languish under Bush at a cost of $1 million per soldier per year. Moreover, since few Americans had been asked to sacrifice for the wars in Iraq and Afghanistan, unlike World War II, they felt no need to pay for the wars through increased taxes. Indeed, even though federal income taxes were at a 50-year low, extremists funded by billionaires created the TEA (Taxed Enough Already) Party.

All of this led to the growth of our debt, which now equals nearly 102 percent of GDP.

Certainly, this debt is of great concern. But it’s not the short-term crisis Teapublicans would have you believe. (It’s the equivalent of a family earning $100,000/year holding a $102,000 mortgage.) And, without modest tax increases, there are few ways to reduce the debt.

One is to grow the economy, and according to most economists, including Lloyd Blankfein of Goldman Sachs, the economy is on the verge of significant, sustained growth if the nitwits in Congress would just get out of the way and stop dragging us from one self-inflicted crisis to another.

Two is to make cuts without adding to unemployment. (For example, we squander tens of billions each year on weapons systems that our military doesn’t even want, but Congress refuses to defund them because doing so would cost jobs.) And, once the economy shows sustained growth, programs such as food stamps can be cut – especially if we raise the minimum wage to reduce the large number of working poor who have little choice but to rely on government assistance.

In summary, contrary to what Teapublicans would have you believe, our national debt is not Obama’s debt. It’s the result of decades of wars, tax cuts, regulatory indifference, a struggling worldwide economy, out-of-control health care costs, greedy corporations that off-shore both jobs and profits, and a dysfunctional Congress that not only fails to help the economy. It makes decisions that are actually preventing economic recovery!

As a matter of fact, the Tea Party seems determined to force our nation into default. And, like the debt, they would have you believe that it’s all Obama’s fault.

How To Shut Up Teapublicans.

John Boehner, Ted Cruz, et al are fond of blaming President Obama and Sen. Harry Reid for the government shutdown. In doing so, they claim that the Democrats “refuse to negotiate.”

Negotiate what?

The only thing Teapublicans want to “negotiate” is the Affordable Care Act, a bill that was duly passed by both houses of Congress, signed into law by the President and found to be constitutional by the US Supreme Court. That simply cannot be negotiated. It can be repealed. But that would take an act of both houses of Congress and the signature of the President, and that’s simply not going to happen.

So how about this? What if Obama and Reid offer to delay some aspects of the Affordable Care Act for a year in exchange for Teapublican agreement to pass a strict gun control bill that will ban all semi-automatic weapons and a bill to provide federally-funded abortions for any woman who needs one? I’m sure a majority in the Senate would agree to that, as well as the President.

What’s that you say? That’s unreasonable? Really?

It’s no more unreasonable than what Teapublicans are asking. So tell you what. When Teapublicans finally decide that they want to negotiate the federal budget in good faith, they should pass a temporary funding bill to restart the government. Then they should sit down with Democrats to discuss the budget like adults. That means both sides need to compromise.

Until then, the President and Senator Reid should stand pat.
